ED Reallocates Funding from HSIs to HBCUs
At a White House-hosted Historically Black Colleges and Universities (HBCU) Summit, Secretary of Education Linda McMahon announced a “one-time” funding increase of $174 million for the HBCU Strengthening Institutions Program for FY 2026. This funding increase is in addition to funding provided by Congress in its FY 2026 appropriations.
Similar to last year, the Department of Education has reportedly reallocated mandatory funds from STEM and articulation programs for Hispanic-Serving Institutions (HSI) to HBCUs. Last year, Congress rejected the administration’s proposal to eliminate funding for all minority-serving institutions and provided funding for them in the FY 2026 appropriations bill.
The administration has argued that it cannot fund HSI programs because the Department of Justice has deemed them unconstitutional. A lawsuit is pending in the U.S. District Court for the Eastern District of Tennessee on the constitutionality of the HSI program.
