Washington Update

Introduction by Barbara K. Mistick, D.B.A.

Dear Colleagues:

It has been another busy week in Washington, with significant developments affecting higher education coming from both Congress and the administration.

The Senate overwhelmingly approved bipartisan legislation that would establish a new federal framework for college athletics, addressing issues ranging from name, image and likeness compensation and revenue sharing to student-athlete health and safety. At the same time, the Department of Education formally rescinded the Biden Administration’s Title IX regulations and restored the 2020 rule to the Code of Federal Regulations.

Funding issues also remain front and center. The administration has sent Congress a new $810 million rescissions package targeting previously appropriated federal funding, including nearly $70 million for international education and foreign language programs. (See stories below for more details.)

Taken together, these developments underscore just how quickly the federal policy landscape continues to shift—and the importance of staying engaged.

With more legislative and regulatory activity ahead, we have several members-only webinars planned for November to help you understand what’s changing and prepare for what comes next. Topics include the lame duck session and 120th Congress, proposed changes affecting tax-exempt status, and the Department of Education’s final accreditation regulations.

I hope you and your leadership team can join us for these upcoming webinars:
